C’è voluto un funerale kitsch, nel quale gli organizzatori hanno saputo abilmente mescolare folklore etnico e arroganza mafiosa, per risvegliare la Capitale dal torpore dell’indifferenza. L’onda lunga, e un po’ ipocrita, dell’indignazione ha attraversato il Palazzo e la Piazza, investendo il malfermo Comune, la prefettura, le forze dell’ordine, i partiti (Pd in testa), i media e, a cascata, la cittadinanza. In verità, l’opinione pubblica “nutre” da sempre e invano indignazione per lo stato presente delle cose, a Roma come nel resto del Paese. Finalmente, tutti gli attori che contano si sono accorti che la mafia alberga nella Città Eterna, dopo averlo negato per decenni. E tutti, all’unisono, si dicono pronti a combatterla per bonificare la società civile e le istituzioni. Ma nessuno vuole aggredire la radice del problema, cimentandosi con un’analisi strutturale dei sistemi criminali organizzati nel loro rapporto organico con quella che nei manuali di diritto viene definita “costituzione materiale”, della città e della nazione. Non a caso, i processi di degenerazione della Repubblica italiana, che hanno nella Capitale l’epicentro, risalgono agli anni ’50 del secolo scorso. A Roma, il salto di qualità si ha però nella seconda metà del decennio ’70, quando, lasciatasi alle spalle il Gobbo del Quarticciolo, le crudeltà di Laudovino De Sanctis, il clan dei Marsigliesi di Albert Bergamelli e Jacques RenèBerenguer, meri fenomeni di delinquenza comune, la città registra l’affermazione della Banda della Magliana. Un’egemonia conquistata con inaudita violenza. Definita opportunamente “holding criminale”, questa aggregazione di malavitosi di quartiere (Magliana, Testaccio, Ostia) – spietati e senza scrupoli – pur sprovvista di un disegno criminale autonomo e lungimirante, stringe rapporti con tutte le èlite di potere del Paese: servizi segreti; Vaticano; DC; Cosa Nostra; ‘nDrangheta, Camorra, P2, eversione neofascista. A far da mediatore in questa girandola di alleanze e connessioni di varia matrice un personaggio incredibile che sembra uscito dalle pagine di un romanzo noir: il professore Aldo Semerari, criminologo nazista, aderente alla P2, legato al Sismi, finito poi decapitato da mano ignota. I suoi referenti sono Pippo Calò, Raffaele Cutolo, Paolo Signorelli dei NAR. Non a caso, in quel torbido ambiente matura il tal Massimo Carminati che, dopo mille peripezie (accusato e poi assolto dell’omicidio di Mino Pecorelli, perde un occhio in un conflitto a fuoco con la polizia), ritroveremo a capo dell’odierna Mafia Capitale. Di lui, noto come “Il Cecato”, si è detto di tutto, ma il più fedele profilo emerge dalle intercettazioni fatte in carcere a sua insaputa: “Questa Mafia Capitale è nata per nascondere altro. La cosa che mi fa vomitare è l’associazione mafiosa. Mi avessero dato “banda armata” va bene, ma la mafia no… Quando avevo 16 anni andavo in giro armato di pistola. Quando poi i miei amici sono tutti morti ammazzati, io mi sono specializzato in quello che loro dicono e mi accusano, ma non hanno capito che gli piscio in testa, se voglio”. Nessun dubbio: la sua vita è un filo nero che non si è mai interrotto.
L’essenza di un periodo storico (1976-1995) così denso di eventi tragici e gravido di conseguenze che stiamo ancora subendo è stata focalizzata dagli autori di “Roma assassina e criminale” (Stampa Alternativa, 2014) con parole che sembrano scolpite nella pietra: “La Banda della Magliana è stata qualcosa di più inquietante, di più grande: il crocevia di mille intrighi, la fucina di attività illecite che hanno irretito il Paese. Una sorta di caleidoscopio tramite cui è possibile leggere in controluce le trame dei misteri d’Italia” (pp. 247-248). Dobbiamo constatare, purtroppo, che le trame di ieri sono all’origine delle trame dell’oggi. Il meccanismo d’interazione fra i poteri legali e i poteri criminali della Prima Repubblica ha partorito per filiazione diretta le “relazioni pericolose e truffaldine” della Seconda e della Terza Repubblica, senza soluzione di continuità. Ecco perché il “nero” Carminati ha potuto costruire e dirigere, in sodalizio con “l’assassino” Salvatore Buzzi (il 26 giugno 1980 uccide con 34 coltellate Giovanni Gargano, socio nel riciclaggio di assegni rubati), un’organizzazione estesa in grado di infiltrare profondamente l’amministrazione capitolina e di permeare trasversalmente destra e sinistra. C’è da chiedersi, ad esempio, cosa ne sapevano gli apparati d’intelligence di questo processo di degenerazione cancerosa dell’intelaiatura politico-istituzionale della città e del suo sistema di governance.
“Il mondo di mezzo”, lo hanno chiamato, quello che sta fra gli esclusi e i potenti, ma che progressivamente riesce a condizionarli e a sottometterli, i così detti potenti, vittime della loro inesauribile avidità e quindi disposti a ogni compromesso. Lo strumento principe delle attività corruttive è la cooperativa “29 giugno” che ottiene appalti di cospicuo valore grazie alla complicità degli amministratori locali, lucrando soprattutto sulla gestione dei migranti. “Ci guadagno di più che con la droga”, confessa Buzzi durante una conversazione telefonica. A farla da padrone sono le eterne “mazzette” e talvolta le minacce. Comprano tutto e tutti. Poi, però, arrivano le inchieste del ROS e della magistratura. Seguono i mandati di cattura e gli arresti… I due boss, Carminati e Buzzi, finiscono dentro. Lo stesso ex Sindaco Gianni Alemanno viene incriminato per associazione mafiosa. E le indagini proseguono. Questi, a oggi, i fatti. Non è detto, però, che non saremo sorpresi da altri clamorosi colpi di scena.
La mappa dei poteri criminali dopo Mafia Capitale
Non si può negare che la magistratura abbia assestato colpi duri all’organizzazione dei “Fantastici Due”, tuttavia non è opportuno cantare vittoria. Probabilmente, alcuni spezzoni di quella struttura tentacolare sono per il momento sfuggiti alla repressione. E forse si tratta dei livelli più altolocati. Nevermind. Vedremo se ci saranno ulteriori sviluppi. Non bisogna, però, commettere un gravissimo errore: credere che la mafia sia stata espulsa dal tessuto socio-economico-politico della realtà romana. Dobbiamo, invece, assumere la nozione di “Mafia Capitale” in senso lato, come categoria teorica capace di rappresentare la complessità dei sistemi criminali organizzati che hanno messo radici nel territorio metropolitano e che continuano a prosperare.
“I quattro re di Roma” è la formula di successo coniata da Lirio Abbate che, attraverso le sue coraggiose inchieste, ha ricostruito la mappa dei poteri criminali che si spartiscono la città. Si tratta di Carminati, Fasciani, Senese, Casamonica. Due di questi sovrani sono in difficoltà, invece il clan dei Sinti appare solido e in espansione. E qui ritorniamo al famigerato funerale di Vittorio Casamonica che, indubbiamente, è servito per lanciare un chiaro messaggio: ora siamo noi i più forti in città e ci dovete rispettare. Tant’è che, pur essendone a conoscenza in anticipo, forze dell’ordine e magistratura non hanno impedito o condizionato l’evento. Salvo poi versare “lacrime di coccodrillo” a cose fatte. Infatti, nonostante i cinque anni d’inchieste cui sono stati sottoposti e i 117 arresti eseguiti ai danni di aderenti alla “famiglia”, i Casamonica ostentano sicurezza, difesi da un esercito di circa un migliaio di affiliati, imparentati in vario grado, e detentori di un vasto patrimonio immobiliare che costituisce il loro “fortino” privato. Si parla, addirittura, di appartamenti di proprietà comunale affittati a canoni risibili a prestanome collegati al clan o direttamente ad alcuni suoi esponenti. Lo ha confermato persino il neo assessore del Comune Stefano Esposito, annunciando un drastico ripulisti. “Li cacceremo via”, ha promesso. Di loro, Abbate ha tracciato già nel 2012 un identikit estremamente efficace: “Sono concentrati nei quartieri di Anagnina e Tuscolano e fanno affari di droga con la zona dei Castelli. Ricchi, con ville arredate in modo sfarzoso e auto di lusso, si muovono tra usura e cocaina, senza che le retate abbiano intaccato i loro traffici: rifornivano anche il vigile urbano che faceva da autista a Samuele Piccolo, il vicepresidente del Consiglio comunale arrestato lo scorso luglio”.
Che accadrà ora che il quadrumvirato criminale si è incrinato e la scena sembra essere occupata da un solo sovrano dominante? Paradossalmente, ai “Re di Roma” va riconosciuto il “merito” di aver mantenuto una certa pax mafiosa in città, evitando sanguinose guerre fra gang. Le grandi cosche operano da tempo nel Lazio e nella Capitale, ma lo fanno discretamente e sempre con l’assenso dei “Magnifici 4”, sia quelle autoctone (Cosa Nostra, Camorra, ‘nDrangheta), sia quelle allogene (triadi cinesi, nigeriani, albanesi, rumeni, ecc). Ciascuna confinata nella propria zona e nel proprio ambito operativo. Soltanto le piccole gang di quartiere hanno dato qualche grattacapo ai grandi boss, facendo scorrere un po’ di sangue sull’asfalto per sgarri di bassa lega o partite di droga non pagate. Non a caso, nell’ultimo quinquennio la media di omicidi perpetrati a Roma si è attestata intorno ai 25 delitti all’anno. Se ne potrebbe dedurre che si tratti di una città “tranquilla”, confrontata con metropoli violente come Caracas, Ciudad Juarez e Medellin, ma anche Marsiglia e Los Angeles. La priorità non è, dunque, la sicurezza intesa come ordine pubblico, che va sempre tutelata, quanto piuttosto l’intreccio profondo fra ciclo dell’economia legale e ciclo dell’economia illecita; fra mondo delle imprese e attività corruttive; fra politica e affari, specialmente quando sono sporchi. In ultima analisi, fra Stato e Mafie, legati da un nesso che appare indissolubile. Se questo è lo scenario romano e nazionale, se tale è il DNA della costituzione materiale del Paese, l’enfatizzata stagione delle riforme sarà in grado di rigenerare concretamente la struttura democratica della Repubblica? Il sospetto è che fenomeni di devianza come Mafia Capitale non siano una delle tante patologie curabili del sistema democratico, bensì un fattore ad esso coessenziale. Stiamo forse assistendo al trionfo della Democrazia come Simulacro?
