Anno in cui l’economia non osservata, quella sommersa e derivante da attività illegali, valeva complessivamente 211 miliardi di euro, pari al 13% del Pil, specificando che il valore aggiunto generato soltanto dalla parte sommersa ammontava a 194,4 miliardi di euro (12% del Pil), quello connesso alle attività illegali (incluso l’indotto) a circa 17 miliardi di euro (1% del Pil). Fra il 2011 e il 2014 il suo peso sul prodotto interno lordo è passato dal 12,4% al 13%. In particolare, spiega l’Istat, il valore aggiunto generato dall’economia non osservata nel 2014 deriva per il 46,9% (47,9% nel 2013) dalla componente relativa alla sotto-dichiarazione da parte degli operatori economici. La restante parte è attribuibile per il 36,5% all’impiego di lavoro irregolare (34,7% nel 2013), per l’8,6% alle altre componenti (fitti in nero, mance e integrazione domanda-offerta) e per l’8% alle attività illegali. Dati interessanti che invitano a riflettere sulle dinamiche reali di creazione della ricchezza sociale. Un dubbio, tuttavia, non può essere sottaciuto: come fa l’Istituto nazionale di statistica a essere così preciso nei valori e nelle percentuali, trattandosi di attività che per definizione sfuggono proprio alle formali operazioni contabili?
